Missions and objectives |
Founded in 1994, Albanian Rehabilitation Centre for Trauma and Torture (ARCT) represents a non-for-profit, non-political and non-governmental organization, designing and implementing programs which aim at “contributing in building a democratic society without use of torture and social justice in a country where strong political persecution has been seen for a long, almost 50 years period of the 20th century”. With a consolidated Rehabilitation Component (on behalf of the support to former political prisoners), ARCT has expanding the Torture prevention programs in all places of deprivation of liberties: police commissariats, prisons and pre- detention places, psychiatric hospitals, asylum and detention centers, providing assistance and a window of opportunities on behalf of the Victims. ARCT has lobbied on behalf of more than 100,000 individuals (including their families as second generation victims) to seek social justice, reparation and reintegration; we have represented our clients in courts, we have reached the European Court of Human Rights with the aim to have the principles of democracy and rule of law functioning. These initiatives are made possible through donor support and partnerships with European Union, Open Society foundations, the Civil Rights Defenders, USAID, UN agencies etc (currently, ongoing), IRCT/ OAK Foundation, the US and the Dutch Embassy in Tirana. As a representative of the Albanian civil society, ARCT is an organization operating in a field where international support is yet vital for the sustainability and continuity of work, as state institutions are often indifferent or even against (openly or hidden) human rights organizations. Through such international support ARCT has been able to influence directly or as a cumulative factor in a number of areas: 1) offering services to a large number of torture victims in the country contributing to a better life (although yet very difficult) of a defined social group – former political persecuted 2) Influencing on national legal frame, besides other, in regard to: 2.1) Service and treatment of inmates in prisons and pre-detention facilities 2.2) Service and treatment of individuals in psychiatric hospitals and forensic psychiatry facilities 2.3) Social Integration of former political persecuted ARCT believes that working towards common democratic goals such as respect for rule of law, human rights protection, fight against impunity and social injustice will bring all stakeholders together, representing an excellent opportunity for development of sound reforms in Albania. |
